Rod Hook
Rod Hook

South Australia's Coordinator General

Rod Hook graduated from the University of Adelaide with Honours in Civil Engineering.

His extensive project delivery experience includes delivering important, high profile and complex projects, such as the redevelopments of Glenelg/West Beach and Adelaide’s Riverbank — including the Convention Centre extensions.

Rod now has responsibility for delivering the State Government’s major road and rail projects, which includes projects such as the award winning Bakewell Underpass, the Port River Expressway and the Glenelg Tram extension through to North Terrace.

Current projects include the Glenelg Tram Overpass, electrification of the Adelaide Metropolitan Rail Network and the extension of Glenelg Tram to the Adelaide Entertainment Centre.

In addition, Rod is a Board member for the Land Management Corporation, CEO of the Government’s Projects Coordination Board, Rail Commissioner and
South Australia's Coordinator-General for the Nation Building Economic Stimulus Plan.


John Ringham

John Ringham has 37 years’ experience in the water industry. John has an Honours Degree in Civil Engineering, as well as a post graduate diploma in Geotechnics and an MBA. John held numerous senior management positions with the UK Company, North West Water, including Business Area Manager, Commercial Management and General Manager, Network Services. John has experience in the areas of water resourcing, water supply and distribution and capital planning as well as in change management and international bidding.

In 1995, John Ringham was Bid Manager Water Supply and was seconded to Adelaide, which involved the preparation of proposal for the operation and maintenance of water and wastewater services in Adelaide. John also has been involved in work in Poland and the Middle East

Currently the Chief Operating Officer of the South Australian Water Corporation which he joined in November 2000. This role carries the responsibility for water supply and wastewater service delivery including Asset Management and Capital works delivery to SA Water’s 620,000 customers, representing populations served of over 1 million in metropolitan Adelaide and about 350,000 in regional South Australia. SA Water is a leading water utility in the development and implementation of water recycling both in partnership with the private sector and Local Government.


Wayne
Wayne Gibbings
Chief Executive, Land Management Corporation

Wayne Gibbings was appointed Chief Executive of the Land Management Corporation in early 2005, bringing with him extensive property management and development expertise from more than 30 years’ experience in the public and private sectors.

He initiated a number of structural changes across the organisation to provide a clear focus on the Corporation’s main areas of business that positioned it well to meet the challenges of the present and the future.

He also led LMC’s drive for sustainability and innovation in development, which originated as the Ecological Sustainable Development (ESD) policy in 2004-05 and culminated in the Sustainability and Innovation Strategy (SIS) endorsed by the LMC Board in 2008. The Strategy has become a major force in LMC project development, providing leadership to the housing and development industry and assisting in delivering sustainable outcomes in line with Government policies.

Wayne joined LMC after previous roles that included Manager Property (SA & NT) in a subsidiary of ANZ Banking Group, where he was responsible for property financing and joint venture activities across residential, commercial and industrial development.

He also has experience as an elected member in local government, having served on both the Stirling Council and its successor, the Adelaide Hills Council.

In the early 1990s, Wayne joined Brock Urban Projects to undertake project management of residential subdivisions for a number of clients, including urban renewal projects for the SA Housing Trust at Hillcrest, Windsor Gardens and Gilles Plains.

At the time of his departure from the Brock real estate group, he was a senior member of the executive team involved across all operations including business development and change management.

Wayne left Brock in early 2004 to head the Residential Projects Division of LMC, initiating developments including Northgate Stage 3 and the Lochiel Park Green Village, before acting as Chief Executive of LMC from October of that year until his formal appointment early in 2005.
In addition to performing his duties as Chief Executive, Wayne retains a hands-on development role through his position on the executive committees of the Mawson Lakes development, Playford Alive (Playford North Renewal Project), Port Adelaide Waterfront Redevelopment and Lightsview (formerly Northgate Stage 3).

His leadership, knowledge and experience assist the Corporation as it continues to deliver quality urban outcomes through its management of the SA Government’s land assets.


Nathan Paine
Nathan Paine
Executive Director, Property Council of Australia (SA)

Nathan Paine is the Executive Director of the Property Council of Australia (South Australian Division); the peak body representing the $33 billion invested in property assets in South Australia.

After leaving university, Nathan worked for The Hon Paul Holloway MLC before turning to public policy in the private sector.

Nathan has extensive experience in public policy and advocacy at both the State and National level having previously worked as the Senior Policy Advocate for Business SA and as the Senior Policy Adviser for the Motor Trades Association of Australia in Canberra.

Nathan has a Bachelor of Arts (Politics) from Adelaide University and an Honours Degree in Politics from Flinders University.

Stewart Lammin

Stewart Lammin was appointed General Manager Business Development at Flinders Ports in 2004.

Stewart has 30 years experience in the shipping/transport industry in Australia a number of sectors including:

Shipbroking and Chartering with global shipbroking house, Simpson Spence and Young in Sydney Shipping, spending 15 years with German shipowner Hamburg Sud in various roles based in Sydney Melbourne and Brisbane Ports, Stewart is responsible for maintaining and developing business across Flinders Ports portfolio of ports and land holdings in South Australia.

Stewart has a Graduate Certificate in Management, MBA, is a member of the Australian institute of Company Directors and a Director of DP World Adelaide and the Adelaide Container Terminal.


John H

John Hanlon

John Hanlon is the Deputy Chief Executive of the Department of Planning and Local Government. The Department is playing an integral role in a reform program announced by the Government of South Australian in June 2008 to give South Australia the most efficient and modern planning system in Australia.

John has a broad range of responsibilities in addition to his role as Deputy Chief Executive.  He is also responsible for the Office for State/Local Government Relations, the South Australian Local Government Grants Commission, the Outback Areas Community Development Trust and the Offices for the Northern and Southern Suburbs. 

Prior to joining the State Government in March 2007, John worked in Local Government for 15 years in a range of executive positions at the Adelaide City Council before moving to West Torrens Council as the Deputy CEO.  For the five years prior to joining the State Government, John was the CEO of the Burnside Council.

Dr Paul Heithersay
Deputy Chief Executive, Resources and Infrastructure, PIRSA

Dr Paul Heithersay was appointed Deputy Chief Executive, Resources and Infrastructure in February 2009.

Paul Heithersay leads the PIRSA division of Minerals and Energy Resources. 

The division manages the state's mineral, gas and petroleum resources on behalf of the people of South Australia.

Prior to joining the Public Service in South Australia in 2002, Paul Heithersay spent over 20 years in the mining industry in Australia and Southeast Asia for North Limited and its predecessor Geopeko.  As Exploration Manager for Australasia, Europe and Africa, his responsibilities covered all aspects of exploration and mine development.

Paul Heithersay is currently a Board Member of Auscope and the newly formed CRC for Deep Exploration Targetting.  He is also on the Industry Advisory panel for the Department of Geology and Geophysics at the University of Adelaide and the Faculty of Engineering, Computer and Mathematical Sciences Advisory Board.

Paul Heithersay holds a Bachelor of Science (Hons) (University of Adelaide) and a PhD (Australian National University) for his research on the Northparkes porphyry copper and gold deposits.


Amanda Evans

Amanda Evans
Head of PFA, Ernst & Young

Leading the Project Finance Advisory practice in South Australia, Amanda has a thirteen year track record in infrastructure and services procurement and delivery across  the private and public sectors both in Australia and the UK.  Amanda has an in-depth understanding of end to end delivery of large infrastructure projects.

Amanda’s background in operations and leadership of private sector PPP bid teams and public sector project development in both Australia and the United Kingdom, gives her a unique perspective on what is required to achieve true integration of both the technical and commercial disciplines on infrastructure projects within a broad range of industries.  


Richard M

Richard McLachlan
General Manager, Development and Asset Management, Defence SA

Richard McLachlan has significant experience in the planning, development and marketing of commercial, industrial and residential property projects gained through time working on projects in South Australia, Victoria and Western Australia.

Since 2006 he has led the development of key industrial and commercial precincts of the Techport Australia Naval Industry Hub at Osborne and oversees the management and development of a significant property portfolio managed by Defence SA including Technology Park Adelaide at Mawson Lakes.

Defence SA is South Australia’s lead government agency for all defence matters and the nation’s only stand-alone state defence organisation. Working closely with Defence and Industry, Defence SA targets defence investment and expansion opportunities and drives and supports the delivery of major defence projects and facilities.


Phil F

Philip Fagan-Schmidt
Executive Director, Housing SA

Philip Fagan-Schmidt holds the position of Executive Director, Housing SA.  Housing SA is one of the nation’s most comprehensive housing agencies covering the areas of public and community housing, home ownership programs, homelessness, remote indigenous housing and inclusionary zoning.  Housing SA provides services to over 70,000 South Australians’ annually and manages an asset portfolio of $8.5B and a capital program of $750M over the next 2 years.
Philip has worked in both academic and government spheres.  He was appointed to his current role in January 2009 having served as a State Government Executive across a range of areas including health, housing, natural resource management, infrastructure and major projects.


Chris B 

Chris Branford
Senior Planning & Urban Design Manager, Delfin Lend Lease

Chris Branford has been with Delfin Lend Lease for over 21 years. He joined the company in 1988 as a Planner, working on both West Lakes and Golden Grove.  Chris moved to Brisbane in 1992 to work on Forest Lake and was appointed Planning Manager responsible for overseeing the statutory planning framework, master planning and urban design of the project.  During his time in Queensland, he also worked on a range of other development opportunities with Delfin.

 Chris returned to SA in late 1997 to work primarily on Mawson Lakes and was also involved in the start up phase of Caroline Springs (Vic) in planning and urban design management roles.  He was Project Director of Mawson Lakes from September 2003 to 2007. Since then Chris’ role as Delfin's Senior Urban Design and Planning Manager has focussed on new business opportunities in SA and WA for Delfin Lend Lease.


Phil B

Phil Baker
Managing Director, Adelaide Airport

Phil’s career in aviation dates back 41 years to 1966 when he left school.  His first job was with the airline that later became British Caledonian Airways.  His career has taken him to all parts of the world and he has worked in airlines, handling companies and latterly airports – initially Manchester Airport plc and since 1998 Adelaide Airport Ltd, where he is Managing Director.

Phil has recently held Directorships with Queensland Airports Ltd (Gold Coast, Mt. Isa and Townsville Airports), Tourism Task Force and the Australian British Chamber of Commerce (SA).  He is Chairman of Adelaide Convention and Tourism Authority.

Phil was awarded the Centenary Medal for “services to the community” in 2001, was honoured with the 2004 award of Australian Airports Association “Aviation Personality of the Year” and the 2006 Chartered Institute of Logistics and Transport, South Australian ‘Achiever of the Year.


Michael Taylor

Professor Michael A P Taylor
Director, Institute for Sustainable Systems and Technologies,
University of South Australia

Professor Michael Taylor is the Director of the Institute for Sustainable Systems and Technologies (ISST) and Professor of Transport Planning at the University of South Australia. The institute is the university’s flagship for research on sustainable human settlements, covering the five core areas of (1) resilient cities, (2) sustainable systems and infrastructure, (2) sustainable buildings and facilities, 93) sustainable industry and products, (4) sustainable supply and (use of resources, and (5) sustainable behaviour and technology assimilation. He is co-convenor of the Adelaide node of the national climate Change Adaptation Research Facility (NCCARF) research network on settlements and infrastructure. In this role he has taken a major interest in the likely impacts of climate change on infrastructure networks and systems.

Professor Taylor is internationally acknowledged as an expert on traffic flow theory, travel demand modelling, traffic systems modelling, the environmental impacts of road traffic, sustainable transport, and intelligent transport systems. His current research is in four areas: future urban transport systems, fuel and emissions modelling for road traffic, transit oriented development, and transport network vulnerability. He has over 38 years professional experience, as a traffic engineer, a CSIRO research scientist, and in academia. Professor Taylor gained his PhD at Monash University. He is a Chartered Professional Engineer and a Fellow of the Institution of Engineers, Australia, the UK Chartered Institute of Transport and Logistics, and the US Institute of Transportation Engineers.


Peter S

Peter Salveson
Manager SA, Hanson Yuncken

Peter Salveson is a Civil Engineer with over 30 years experience at all levels of the construction industry. Peter leads Hansen Yuncken’s $300M pa turnover South Australian operations and is a member of the Company’s National Executive Management Group.

He also takes an operational Senior Management role on selected major projects within the South Australian business. In recent years this has included;

  • Adelaide Entertainment Centre Upgrade, $50M – completed earlier this year.
  • SA Water (VS1) Building & Fitout, $136M, completed in 2008 & the state’s first 6-star GBCA green star office building.

Peter has significant experience as a project director and project manager both locally and overseas on a range of major commercial and civil engineering projects, many of which have involved total project delivery from the development of a client brief, through design management and subsequent construction and commissioning stages. These include:

  • Adelaide Airport New Terminal, $242M (2006) – Project Director for the design and construction of this highly acclaimed element of SA’s infrastructure.
  • EDS Centre and Carpark, North Terrace (1999) – Senior Delivery responsibility for all facets of this landmark 1990’s project. His earlier major projects have also included:
  • Munno Para Shopping Centre, (1997)
  • Australis Media Building (1995)
  • Flinders Major Communications Building, (1993)
  • Adelaide Entertainment Centre, (1991)
  • Wyatt House, (1989)

Peter has, during his career, been recognized for his excellence in project leadership by being awarded the Australian Institute of Building Professional Excellence Award on four separate occasions.


Paul Gelston
Project Director, Department of Transport, Energy & Infrastructure

Paul Gelston is a Project Director for the Department for Transport Energy and Infrastructure. He is a civil engineer and has had responsibility for the delivery of the Gallipoli Underpass project and the Glenelg Tram overpass project on South Road. He also has responsibility for the OBahn City Access project and has recently been assigned the role of Project Director for the duplication of the Southern Expressway in Adelaide.

He has over thirty years experience in all aspects of road engineering in South Australia and including a short period in local government.

His involvement with the Southern Expressway commenced in 1984 as a member of the then titled "Third Arterial Project" team and is excited about the potential for the delivery of another major road infrastructure project in Adelaide".


Joe Mastrangelo
Director, Resources and Energy Sector Infrastructure Council (RESIC)

Joe Mastrangelo has over twenty years experience in the South Australian government which includes various senior management roles within the Department of Transport, the Department of Trade and Economic Development and now works for the Department of Primary Industry and Resources South Australia (PIRSA).

Over this period Joe has gained significant international experience involving projects in China, Indonesia, Malaysia, Sri Lanka and several European countries.

He is a Director of Major Projects and Investment Attraction, with PIRSA, a role that involves identifying and attracting investment opportunities to the state, and providing case management services that facilitate complex multi-government interactions on behalf of project proponents. Joe’s key responsibility is facilitating investment within the Resources Sector.

Joe is also the Director of the Resources and Energy Sector Infrastructure Council (RESIC). The Council provides independent advice to government and industry on complex planning and infrastructure matters for the resource and energy sector and it aims to facilitate collaboration between the private sector and government.


Peter Smith
CEO, Adelaide City Council

Since November 2008, Peter has held the position of Chief Executive Officer at the Adelaide City Council. His key initial focus is creating an organisation with the culture and capability to deliver for Council and for the people of Adelaide including residents, business owners, workers, students, visitors and all who have a stake in Adelaide’s future. This means building an organisation that is modern, outward looking and one that is genuinely responsive to the changing needs of people, business and communities.

Before assuming this role, Peter was the Deputy Chief Executive of the South Australian (SA) Department for Families and Communities (DFC), a position he held since February 2005.

In his role at DFC Peter was instrumental in leading sector wide housing, disability and domiciliary care reforms, leading to stronger governance arrangements, more responsive and effective service delivery, improved focus on the Government’s strategic plan targets and better value for money for Government investment in the sectors to June 2008.

Working closely with the CEO of DFC, Peter also provided significant leadership of a DFC reform program, including the development and introduction of a new strategic framework for DFC. Peter was also heavily involved in leading cultural and organisational change across DFC with an emphasis on building accountability for and focus on customer service, stronger partnerships, investment in DFC people and our contribution to the Governments strategic agenda.


Charles Irving
Project Director, Department of Transport, Energy & Infrastructure

Charles is the Project Director for the Department of Transport, Energy and Infrastructure's Rail Electrification project, part of the State Government's $2b investment in public transport.

He is also Company Director with Phoenix Project Management, an Adelaide based Project Management firm.

Charles has extensive experience as Project Director and Project Manager on a large number of infrastructure projects within the public and private sector. Since 2003 Charles has managed State Government infrastructure projects for DTEI, TransAdelaide and SA Water. Some of these projects include the Oaklands Transport Interchange, delivery and commissioning of the Flexity tram vehicles, various track, signalling and traction upgrades across the metropolitan tram and train networks, as well as various mechanical, electrical (including SCADA telemetry), building and civil construction works associated with various metropolitan and country water supply networks and treatment plants, as well as various minor road works projects across the metropolitan area.

Charles is a member and accredited Certified Practicing Project Manager (CPPM) with the Australian Institute of Project Management, and a member of The Executive Connection (TEC) .


Peter Nolan
Chief Executive Officer,
Civil Contractors Federation SA

Peter Nolan is the CEO of the Civil Contractors Federation SA Branch.

Peter heads up the peak industry association for the civil infrastructure construction industry, having previously worked for the Housing Industry Association and the Chamber of Commerce and Industry of Western Australia.

Peter has worked across many parts of the construction and mining industries and has had considerable experience in the training and employment of apprentices and trainees.


Thornton Harfield
Director Natural & Built Environment,

Thornton Harfield presently holds the position of Director Assets & Environment with The City of Tea Tree Gully.

Being responsible for the delivery of a combined $60 million in capital projects over the current and 2010/11 financial years, Thornton draws on experience across a wide range of projects incorporating major building works, water treatment and supply infrastructure, recreational facilities projects and regional collaborations.

With over 12 years in local government executive management positions and a passion for driving service improvement and creating genuine community benefit from major projects delivery, he is well placed to discuss the opportunities and risks to be aware of within the local government context and for major projects generally.


Peter Kessler

Peter currently holds the position of Executive General Manager, Strategic Projects Division in Fulton Hogan reporting to the Group Managing Director. He has held numerous senior management positions in the Australian construction industry including Executive General Manager of John Holland’s International Tunnelling and Underground Mining business, Director of John Holland Pty Ltd, Director of John Holland NZ Ltd, General Manager of JH Southern Region which incorporated South Australia, Victoria, Tasmania and New Zealand and Strategic Development Director – John Holland Group.

His 25 year career has included offshore projects in Greece, Hong Kong, Philippines, China and New Zealand and has covered major infrastructure in the Transport, Water, Power and Resource sectors.

Mayor Felicity-ann Lewis
President,
Local Government Association of SA

Mayor Felicity-ann Lewis was first elected as a Councillor in 1997 and was successful in winning the Mayoralship at the 2000 elections and has subsequently been re-elected in 2003 & 2006. She is currently the City of Marion’s first-ever female Mayor and at the conclusion of her current term she will be Marion’s longest serving Mayor.

As an advocate for local government Mayor Lewis has promoted Marion Council and the community by developing strong alliances with all levels of government and has established good working relations with neighbouring councils.

Mayor Lewis received the Flinders University 2007 Distinguished Alumni Award for her significant contribution to local government and the university. She was also the proud recipient of the 2008 John Legoe Award which recognises the personal and professional development of Council Members and their commitment and service to their communities.

A passionate supporter of reform in local government, she has served on the LGA State Executive Committee since 2001, the LGA’s Metropolitan Local Government Group and was elected Vice President of the Local Government Association in 2006. She has been a member of the LGA’s Financial Sustainability Advisory Committee since it formed 4 years ago as well as the LGA Governance Advisory Committee. Mayor Lewis was recently elected as the Local Government Association’s President.

Mayor Lewis was first elected as Mayor of the City of Marion in 2000 and was re-elected in 2003 and 2006.

As a passionate supporter of reform in local government, Mayor Lewis has served the LGA State Executive Committee since 2001, the LGA’s Metropolitan Local Government Group and was elected Vice President of the LGA in 2006. She has been a member of the LGA’s Financial Sustainability Advisory Committee since its formation as well as the LGA Governance Advisory Committee and was elected President of the LGA in 2009.

Mayor Lewis has a strong interest in health promotion and community development.


Douglas Dally

Thiess

Doug is the Manager of Thiess Pty Ltd in South Australia, a leading construction, mining and services contractor with diverse operations throughout Australia and selected international markets. Thiess is well established in South Australia, and Doug is charged with building and leading a team of locally based personnel who share his passion for South Australia, to successfully deliver large, complex projects.

Doug has extensive experience in the development and delivery of key infrastructure projects in the mining and construction contracting sectors, including the Adelaide – Crafers Freeway and Stage One of the Port River Expressway. Most recently, Doug led the Thiess team in the successful completion of the Gallipoli Underpass and Coast to Coast projects.

Both Gallipoli Underpass and Coast to Coast have been delivered under an Early Contractor Involvement format. Doug enjoys this type of open and collaborative working environment, which he believes provides excellent outcomes for clients, stakeholders and the community, and a rewarding development experience for all involved.

Doug holds a Bachelor of Applied Science and an MBA and completed the SA Governor’s Leadership Foundation program in 2009.


Bruce Williams

City of Onkaparinga

Bruce Williams is the General Manager of the Projects and Services Department within the City of Onkaparinga.

The Department is responsible for a broad range of service delivery functions, including waste collection and maintenance of parks, gardens, property and infrastructure. A core component of the department’s activities is the management of the organisation’s $50m capital works program, including such projects as Water Proofing the South.

Bruce has worked in a range of management and executive positions during his 20 years experience in local government. Prior to his current role, he worked as a General Manager at Burnside Council for four years after previously having been with the City of Adelaide for approximately 13 years.


Rob Richards
Director - Public Transport Projects,
Department of Transport, Energy & Infrastructure

Rob has engineering and economic qualifications and has held senior executive positions within the Department for Transport, Energy and Infrastructure in South Australia over many years.

Rob has recently taken up the role of Director, Public Transport Projects, to oversee the delivery of the upgrade of Adelaide’s passenger rail system.

Prior to this, Rob was responsible for the strategic planning of the Adelaide public transport network, planning for future rail projects and cycling and walking strategies. This work has resulted in the current rail program.

Rob has led and facilitated numerous strategic initiatives, including involvement in TOD planning at a number of locations and on the development of the 30-Year Plan for Greater Adelaide that was released in February 2010.


Lena Grant
Managing Solicitor - Commercial Section
Crown Solicitor's Office

Lena holds a senior position in the Commercial Section of the Crown Solicitor’s Office, responsible for legal advice to the South Australian Government on its commercial dealings with the private sector.

With over 20 years experience in commercial legal practice Lena has been the lead lawyer acting for Government in a range of infrastructure and outsourcing transactions including the 1995 Information Technology Services outsourcing to EDS and the subsequent generation of Information Technology goods and services contracts, the first Government Radio Network contract, and more recently the Design Build Operate and Maintain contract for the Adelaide Desalination Project.

With extensive experience and understanding of public sector procurement processes and policy and the policy and legal constraints that apply to the South Australian public sector, Lena has a history of working constructively with participants in Government procurement processes to achieve commercially viable outcomes that deliver value to the South Australian public.


Tony Baulderstone
Business Development Director,
Bardavcol

Tony undertook his Civil Engineering degree at the University of South Australia and has worked in the design, construction and maintenance of South Australian Civil Infrastructure throughout his 30 year career.

Tony spent the first twenty years of his career working for the Highways Department, or DTEI, as it is now known. This included planning and design of road and bridge projects, maintenance and construction of works in the Mid North Region and significant time in the Major Projects Section undertaking Contract and Project Management of Infrastructure Projects.

In 2000 Tony became a Director and Partner of Bardavcol Pty Ltd, a 35 year old South Australian based civil contractor which was specializing in road and bridge projects. As Business Development Director, Tony is involved in the procurement of the full range of infrastructure projects currently undertaken which include Design and Construct, ECI and Alliance.

Tony is actively involved in the industry as the immediate past president of the Civil Contractors Federation, SA Branch and is currently the National Vice President.


David Cooke
National Director of Sustainability,
Hames Sharley

David is a director of Hames Sharley and is national director of sustainability throughout the company. He has also recently been appointed as a Division Councillor for the Property Council in SA after severing two terms as the chair of the Property Council’s Sustainable Development committee in S.A.

Throughout David’s career he has worked on many different architecture and urban design projects, ranging in size and complexity, all with a strong ESD focus. His work and creative thinking within the sustainability arena recently saw Hames Sharley awarded the Clever Green Innovator to Watch Award by the South Australian Government. He is currently working on raft of green star rated commercial buildings and interiors across the country as well as being part of the team leading an ESD driven solution for the residential and commercial redevelopment of Castle Plaza Precinct at Edwardstown in SA.
